I was being sarcastic. Of course, anybody who doesn't believe in evolution should not be the leader of any kind of government agency. I was trying to spin Bush's ridiculous jury's-still-out-remark into a new meaning for the sake of humor. Guess it didn't work.
The point was, if he thinks the jury-is-still-out on evolution, it's because he has failed to evolve. I certainly wasn't giving him any credit. I was making fun of him.
